Israeli healthcare and life sciences legal update | The Coronavirus: Export Restrictions

Following the Coronavirus outbreak, Israeli Minister of Economy issued orders which impose restrictions on export of certain medical products from Israel

 

The coronavirus pandemic, which started at Wuhan, Hubei province of China, on December 2019, and ever since has been spread internationally, is having major effects on the healthcare systems all around the world.

The Free Export Order-2006, states that certain goods are permitted for export only to the extent that an export license has been issued with respect thereto by a competent authority (the “Export License“). The Minister of Economy issued an order, on March 20, 2020, which added devices and machines for artificial respiration to the list of products the exportation of which requires an Export License (the “Order“). The Order was issued as an additional step of the Israeli Government to ensure preparedness of the Israeli healthcare system to the coronavirus outbreak.

The Order was amended on March 26, 2020 and certain cleaning and disinfection products, as well as Bi PAP or C PAP artificial respiration devices and machines were added to the list.

The Order was further amended on April 7, 2020, and other products were added to the list, including medical oxygen, surgical masks, medical suitable infusion pumps, oxygen sensors suitable for medical use, oxygen generators and oxygen enrichers. The competent authority, permitted to grant Export Licenses, is the Industries Administration within the Ministry of Economy.

All such restrictions are currently ordered to remain in effect until April 30, 2020.
